Probably when the sheer amount of crotch is much greater than that of thigh and/or abdomen.

it has been said in wiser circles than this one that no amount of crotch is too great.

I however follow the formula

 Nx+ 32Nx < Y (where x = crotch, N = seconds, & Y = daily intake)>

to guide me through life's more murky waters.

I would presume because most people's daily crotch intake is much less than would be classed as inordinate.  I know I could manage more crotch than I currently experience.
