i hadn't heard about that costa rica thing until yesterday.... when i read into it, apparently one of his callers told him she was an insurance company executive, and her company was going to expand to costa rica or something. i think they had a chat about health care, and by the end of the conversation he jokingly said he'd take her up on her offer to have a health care plan down in costa rica. i don't think he was ever actually serious, but the media sure did run with it. i heard about it from like four different people before i looked into it.
