When she does, I usually know exactly what means whatever the look maybe.  When they are distracted that is obvious!  However, when they are certainly trying not to look at you, and you know it...  What does that mean?

They're probably thinking that if they stare at you for too long trying to undress you with their eyes, you might think they're creepy.
